Who Was This Bearded Gent?

Please read below the picture

This circa 1800's portrait oil painting of an unknown gentleman came from the
estate of Sir Thomas Galt and Lady Frances Galt who resided on Pembroke Street
in Toronto, Ontario.
My husband's grandmother was one of the housekeepers for the Galt family and
when the estate was sold she was handed the opportunity to take whatever
leftover remnants remained in the house. She chose to take this painting
as well as the following old historical documents.

In 1818 he was appointed Governor of Upper Canada. While visiting the

of that year. The night before his death, he slept at the "Masonic Arms" a
tavern in Richmond, Ontario owned by Andrew Hill (former Sgt. Maj. of the 100th
Regiment of Foot) and Maria Hill, his wife and heroine of the War of 1812. After
the Duke of Richmond’s death, Maria prepared his body to be sent back to Quebec
City for burial and Hill’s tavern was renamed the ‘Duke of Richmond Arms’ to
commemorate the visit.

"Despatches were lately received from Cape Coast Castle,
dated the 30th of June, giving an account of another action with the Ashantees...............
.......the merits and devotion to the public service always displayed by Major
Chisholm, Royal African Corps, whose conduct in command of the right brigade,
which bore the brunt of the battle of the 11th, was every thing I could wish; as
was that of CAPTAIN DAVID CAMPBELL, of the same corps, at the head of the Cape
Coast Division, on the extreme right, which was warmly engaged throughout the
day....."
